Cream the butter and sugar. Add the egg yolks, milk and whipping cream, and mix them together. Continue to mix adding the flour baking soda slowly until the desired consistency is reached. Add the lemon peel. Fold in beaten egg white and add the chips.
Bake in well buttered and flour-dusted bundt pan at 375 degrees for 45 minutes. Invert pan and let cool before removing. Dust top of gugelhof with powdered sugar. Insert a tactful or accurate number of candles.
